(Bloomberg) — Ukraine fired its third health minister since the pandemic began, blaming him for the nation’s spotty efforts to fight the coronavirus outbreak.

Lawmakers ousted Maksym Stepanov in a 292-1 vote on Tuesday, along with his government colleagues who oversee the economy and infrastructure portfolios.

Ukraine has struggled to put together an efficient way of fighting Covid-19. The vaccination program for its 42 million population remains one of Europe’s slowest. The government’s popularity has suffered as reports of record deaths and infections dominated headlines for months.

“The Health Ministry, led by this minister, can’t fulfill its duties” said Olha Stefanyshyna, an opposition lawmaker. “He promised Ukraine would be one of the first countries to get vaccines but today only 2.2% of population has had a shot.”
