While it appears Thursday’s Supreme Court ruling on affirmative action in college admissions came as a shock to Maryland’s higher education community, it’s a decision some legal experts believe was always on the horizon. It’s a case that may have dealt a direct blow to schools striving to achieve a racial balance on public and private university campuses. Among those disappointed — but not caught off guard — by the decision was F. Michael Higginbotham, a law professor at the University of Baltimore and an expert on constitutional law, race law and affirmative action.
