Richmond man charged with murder in Oakland killing

OAKLAND — Police here have arrested a Richmond resident in connection with the Feb. 25 shooting death of a 49-year-old man, court records show.

Lamarr Howard, 31, was charged with murdering Oakland resident Anza Washington, as well as being a felon in possession of a firearm and two other related felonies, court records show. Police arrested Howard on April 22 on the 400 block of Chanslor Avenue in Richmond, according to jail records.

Washington was shot and killed around 10:50 p.m. Feb. 25, on the 1300 block of 102nd Avenue, police said. A detective said in a probable cause statement that Howard was identified as a suspect based on “video surveillance” in the area. Authorities have not released the suspected motive.

Howard remained in Santa Rita Jail on a no-bail hold, records show. He was scheduled to appear in court to enter a plea on May 12 at the East County Hall of Justice in Dublin.
