A teenager was also taken to Sunshine Hospital in a stable condition with upper and lower body injuries and a man in his 40s was taken to The Alfred in a stable condition.
Werribee South Caravan Park caretaker David, who did not want his last name used, said he and guests heard helicopters in the early hours.
He was surprised and shaken after hearing the news of those injured, describing the area as quiet at night, apart from an occasional hoon.

“Either way, it’s horrible,” he said.
During the day on Tuesday, the nearby beach was packed, and the caravan park was also entirely booked out, he said. “It’s a bustling area during the day.”
Many of the people had lived in the area for years, he added.
