Conservative Party of Quebec Leader Éric Duhaime is proposing a $200-a-week “daycare voucher” so parents aren’t “hostages of the public monopoly.”

Visiting a private daycare in eastern Montreal, Duhaime detailed the plan on Thursday, saying a Conservative government would gradually reduce funding for the centres de la petite enfance public daycare network and replace it with a taxable $200-a-week voucher per child. Parents could then choose their own daycare option. Duhaime said he believed in more competition among daycares, including CPEs.

He said the ramp-down of CPE funding would be “very gradual” and the centres would continue to be funded the current way “for a few years, to leave enough time for a transition.”
Duhaime noted that the waiting list for subsidized daycare spots has reached 52,000, and parents are paying taxes to support the system without being able to benefit from it.
He promised, if elected, to hold a parliamentary commission to consult parents and stakeholders to set parameters and timelines.
