The investigating lawyer Adam Tolley KC last month upheld two counts of bullying against Mr Raab, one about conduct towards an ambassador accused of freelancing in post-Brexit Gibraltar talks and another about treatment of Ministry of Justice officials.
In response, Mr Raab stepped down from the Cabinet – he had promised to do so if any bullying claim was upheld – but also fiercely criticised the process in a resignation letter.
Mr Raab wrote then: “In setting the threshold for bullying so low, this inquiry has set a dangerous precedent.
“It will encourage spurious complaints against ministers, and have a chilling effect on those driving change on behalf of your government – and ultimately the British people.”
It is unclear what Mr Raab, 49, plans to do next when he leaves the House of Commons. He was a prominent supporter of Mr Sunak but a return to Cabinet before the election had appeared unlikely.
Mr Raab wrote to Peter Szanto, chairman of Esher and Walton Conservative Association, to reveal his decision on May 19.
Mr Raab said: “I am writing to let you know of my decision to step down at the next General Election. It has been a huge honour to represent the Conservatives, since 2010, in this wonderful constituency. Thank you for your steadfast support and tireless efforts, alongside all the teamwork and hard graft put in by our superb officers, councillors and members.
He added later in the letter: “I will continue to carry out all my responsibilities to my constituents, and provide every support in campaigning, so that we win here next year – which I am confident we can do under this Prime Minister’s leadership.”
Mr Szanto wrote back: “It is with deep regret that I have received your letter regarding your intention to stand down as our MP at the next General Election.
“While I know that you have the full support of the Association to continue as our candidate, on a personal level I know the sacrifices you and your family have made. Your commitment to the residents of Esher and Walton has always been outstanding.
“You have my sincere thanks for everything that you have achieved, and also my continuing friendship. My best wishes to you and your family.”
